Lexington, Ky. – A city council member is contesting a judge’s ruling that has resulted in a protective order against her. Brenda Monarrez, who represents the 4th District, has been prohibited from approaching the government center until 2027 after an emergency protective order was filed by fellow council member Denise Gray in August.
Earlier this month, Judge Traci Brislin issued the order following five hours of testimony. In response, Monarrez has filed a 13-page appeal, arguing that the ruling infringes on her ability to represent her constituents effectively. She has been attending council meetings virtually since the order was issued.
Monarrez’s appeal highlights concerns over potential judicial impropriety, alleging that the judge’s perspective was influenced by connections to organizations that have received approved funding from the council. The council member contends that the order exemplifies judicial overreach that compromises the doctrine of separation of powers.
In her statement accompanying the appeal, Monarrez vigorously denied the allegations of misconduct that led to the protective order. “I have always maintained my innocence,” she stated, asserting that the judge’s ruling was made without a full understanding of her character or personal beliefs. She referenced her testimony during the hearing and pointed out that her accuser had spent time with her on multiple occasions over the past three years, questioning the credibility of the allegations.
Monarrez emphasized the implications of the ruling on her legislative duties and called for urgent guidance as budgetary hearings approach alongside an impending election. “I am fully committed to challenging this ruling,” she declared, expressing her belief that the judicial outcome can be reconsidered through the proper legal channels.
Throughout her career, Monarrez has been actively involved in initiatives pertaining to domestic and sexual violence prevention, passionate due to a personal connection with the issues. She articulated a commitment to her constituents, stating, “I remain fully dedicated to effectively serving and representing you.”
