New Laws Coming to Kentucky in 2025: Medical Cannabis, Driver's License Renewals, and Youth Vaping Regulations

Frankfort, Kentucky — As the new year approaches, a series of new laws will take effect in Kentucky beginning January 1, 2025. With over 200 bills passed during the 2024 legislative session, both the Republican-dominated legislature and Democratic Governor Andy Beshear have contributed to a significant legislative shift in the state.

The most notable change is the implementation of medical cannabis legalization. Starting January 1, 2025, Kentucky will allow licensed dispensaries to sell medical cannabis to qualified patients. However, since all products must be locally grown, it is uncertain if dispensaries will have stock available on opening day. Patients seeking to obtain medical cannabis must secure a written certification from an authorized physician and apply for a medical cannabis card to partake in the program.

Another critical change involves the renewal process for driver’s licenses. According to House Bill 439, from January 1, 2025, residents will be required to complete a vision test when renewing their Kentucky driver’s license. This test can be done at any Driver Licensing Regional Office or through a form verifying a recent vision test signed by a doctor.

Additionally, the state is taking steps to address youth vaping through House Bill 11. Effective January 1, 2025, retailers will only be permitted to sell vape products that have been either approved by the U.S. Food and Drug Administration or bear a “safe harbor certification.” Currently, only 23 vape product applications have received FDA approval out of over one million submitted. This restriction has prompted legal challenges from retailers concerned about their business viability under the new regulations.

Many of Kentucky’s new laws came into effect earlier in the year, while some bills from prior sessions are set to be enacted over the next few years. The legislative changes mark a significant shift in policy affecting various sectors from healthcare to consumer goods.

As Kentuckians prepare for these forthcoming changes, lawmakers emphasize the intent behind the legislation is to enhance public safety, health, and well-being throughout the state.
